Unless you are a 6-foot woman with very long legs, 3 mph is quite a brisk walk.
I've had my treadmill for about a year and have lost 65 lbs. (diet, too). I've heard from family and friends that I'm losing mostly in the legs and butt. I don't know if that is because of the type of exercise I do (mostly treadmill). I started out walking at about 2.5 mph and now do 3 mph for 45 minutes every day.
I have been debating starting pilates, as it's been recommended to me to focus on muscle groups and tone them. Maybe you could try that.

brisk walking for 30-60 mins a day will not create muscle bulk, i promise. ive been doing that exact thing for 3 months now and my legs more toned if anything. even 20 mins wouldnt make your legs bigger.
however if you sprinted each day, for a short time, this would create bulk. its all about how long you work the muscles for.
low intensity exercises *walking etc, do not create bulk.

I would say brisk walking. You may wish to try also stretching and lateral leg raise.

begin with brisk walking...
slowly increase mph for max results...
cardio will not create bulk...

As i said to someone else - go and do a few dance classes... i lost weight dramatically when i started..I toned my whole body up and its fun!
