it climbs the tower as the tower goes higher. the crane has 8 mechanical legs that it lift it self mechanically.like a spider in a tree
or
as the tower goes higher workers add a piece at the bottom of the crane using hydraulics

actually it will take more time build building like that until where crane reach on that place crane drop the materials from there it will take on high via lift and another means for knowing about it you just go through this site there a article given that help you for your problems
