Ebay doesn't allow sale of alcohol I believe.
With or without ebay it's very difficult to ship alcohol without a distribution license. I tried to mail a bottle of wine from one state to another and had to lie and say it was something else, you can't ship alcohol in the US privately.

If the seller says clearly in the eBay auction page that he ships overseas, you can ask for a shipping quote to Singapore. If you are amenable to that then you are lucky. Taxes and duties if applicable (depending on the item) will have to be paid at your customs office before you can claim your item. In the Philippines, taxable items are picked up at the post office where the package will be opened in front of you and the item inspected, to determine the amount of tax you will have to pay. You can only bring home the item after paying the taxes.

eBay has a loop hole when dealing with alcohol. As long as the seller lists the item as a collectible bottle stating that any contents is not for consumption and to be done at the buyers discretion and the buyer is of legal age is the sellers country.
You will however have to pay a duty charge to have the package cleared by customs.

Yes,and you must decare the contents for customs in Singapore , you may have to pay a small import tax.

ebay is a very large company, they would shut this guy down if it were illegal to purchase what he is selling, also you can check his credentials, see what people have said, if they have had any problems with him, and or if they had problems after recieving product.
