This link seems to have all the history you might need on Baltimore and average temperatures...

If you look at April, it seems that there are few extreme days, and it rains as much that month as most other months. It gets more humid as the year goes on, but at 53 degrees a bit chilly. If you can wait until May it looks much better.

I would think May might be a bit better, especially if you are planning to walk around a bit. You should note that much of the 'touristy' parts of Baltimore are on the water, and as a result, the average temperature is a 'wet' cold with a bit of humidity, making it feel a bit colder than it is reported.
