He scared of it. I don't want him to think i'm punishing him.
Hes never been outside for a walk before.

Get him used to it slowly. Keep the leash around when you play or are petting him ect. Then to walks inside the house and progress to outside walks. Our dogs love their leashes, they know when the leash comes out it's tine to go someplace!

First start out with putting the colar on him and leaving it on for long periods of time but not while he's sleeping.
He will dig at it and fuss occasionally but get his toys and play with him so he'll forget about it. Then after a few days of that put the leash on- it should be a light weight leash. Let him drag the leash around a while and continuing to play with his toys to distract him from it. Then when you think he is comfortable take the leash end and loosely hold it while you move aroun the room. Use treats to assist in keeping his attention and say his name and Come while walking. Be happy about it, don't plead with him and if he pulls the leash don't give in. Only use his name and Come during his training, offer the treats as encouragement, do not scold him. Once he gets use to the collar carry him, don't walk him, outside and put him in the grass and do the same thing. walk around, saying his name and Come use treats, etc. and next thing you know you will be able to walk him down around the neighborhood. Remmber they get tired easily so only work with him on leash for about 1/2 hour at a time until he's used to it and then move up to an hour of outside training.
You can buy books at pet stores that explain how to go through the steps of obedience training which will help him to learn Sit, Stand, Down, Heel, etc. very useful and a great way to spend time with your Chi.
If you feel the collar may be the problem then use a harness. You can get small harnesses at Petsmart and Petland stores so most pet stores carry them. Petsmart stores allow you to bring your pet with you which is helpful for fitting the right size harness. It should be snug around the ribs but not tight.

I think he is putting you on a leash and training you and if you don`t establish who is in charge he will assume he is and that is when he will tell you what and who will sit where get a cat collar and drag him around a bit and make sure he knows right away that you are the leader and he will walk with you try to get a training leash that fits around his neck and just a little above and start to walk and use the same words over come heel and get the book the dog whisperer if you love your dog this is one of the best tools to use.

First, I'd use a harness rather than a collar to attach the leash(less 'choking') then try attaching the leash and let him drag it around inside for a bit.....the first time I brought him outdoors I'd get him all 'hooked up' and hold him ...let him feel safe in your arms and keep the trip short (5 min. or so). Next time start out the same way,but give him a few minutes of ground time...remember to keep it short and gradually lengthen your time outdoors. Try to make sure nothing startles him and always keep an 'up',happy attitude so pup thinks this is fun. Good luck!

Put a buckle collar on him with a leash and take him out. If he freaks out on the lead just stand there and wait until he calms down. Don't make a big deal about it. He will calm down and then tell him he is a good boy. Try taking a few steps and do it again. Only do this for a few minutes at a time, he will eventually get used to it.

Train train train. Keep up with it and be consistent. She will learn. Right now she is a pup and everything is new to them. They get so excited and it is hard to slow down. Let her be a pup but train at the same time. Don't take away her puppieness.

you need a tiny small leash,, then just have it on him when you are holding him, let him run around with it,,

Just carry him around in a purse.
