No. It is not legal anywhere. The 19 year old can be arrested. If it goes beyond kissing, they can go to jail for statutory rape.

Why would a 19 year old be interested in kissing a 12 year old. The 19 year old should really find a grown up to kiss, not a child.
We are talking about an adult by age (19) kissing a child. It may well be illegal

Where I live, kissing a minor with the tongue is treated the same as intercourse! The 19-year-old is putting himself at risk. Anyway, why would a 19-year-old kiss a 12-year-old?

Dude, looking back at your other questions, I think your best bet is to be asking this questions to a psychiatrist. If you're 19, then you shouldn't be going around kissing 12 year old girls, it's immoral and wrong.

Not illegal but Id say sick...morally wrong...weird even. Just my opinion. 7 years age gap would not matter if it was 19 and 26 but a 12 year old is a child and 19 is adult.

it doesnt matter what age you're in, as long as its not something illegal or anything. i dont think ive heard of such a law that prohibits someone older kissing a younger person. if you dont want the kissing and he still forces it, then thats when the illegal stuff come in.

Yes you can kiss but sex is illegal. He wouldn't be charged with rape if you consented, but he would be charged with sexual activity (note this doesn't have to be full sex) with a minor. He would then get a jail term - probably several years - and be put on the sex offenders register, probably for life.
