hello friend during the tides there is much velociyy in the sea so the fish are not comfortable about thir own velocity and during tide the water is some what mischief with them and the fish come near the shore that is only the reason

not always, Ihave caught fish at all tides, some fish like to run with the tide (it gets them up high on the tidal "flats" to get food), other fish like the low tides in the "flats" for protection from predetorial fish.
