Websites like Yahoo and Google are designed by extremely smart and knowledgeable web programmers who have written original code specifically for these websites. They don't use programs to make the websites because they programming ingenuity keeps them from being limited to WYSIWYG web editors ("what you see is what you get")
For the amateur web programmer, programs like Microsoft FrontPage and Adobe Dreamweaver 8 are a good place to start.

I work on a website as an administrator. I know searching for that site in google, it comes up first, and it might be because the webmaster uses Google ads on the site. That could be why.
