All of the above but more importantly make sure you have proper foot wear. I find nothing worse that cold or wet feet. Waterproof boots are the answer.
p.s. I live in Toronto

Dress in a warm coat, hat and gloves. The temps have been ranging from -10C at night to -2 or -3 during the day. Downtown Toronto can be even colder with the winds coming off Lake Ontario.

take all the cold weather gear you've got--and be very careful about which road you're on--when you leave buffalo at some point there will be QE1 or QE 2 (QE means queens expreesway)-- be sure you're on the right one--and be prepared to drive fast-the speed limit is 100 kilomoters(approx.65 mph), but that does't mean anything-if you go slower than 80 you will get run over--good luck
