Place a minute cameras in the offices with out informing the officers. Punish the culprits very seriously with in a short period because our courts take a long time for justice. control the people not to bribe the workers because they are our subordinates. People elects the candidate to run govt but not the govt. corruption is a word which should have no meaning in peoples dictionary to do this make aware about rules and regulations and do's and dont's .

Make a team of persons who have proved honest in their service and who have had no black marks in their careers. Such teams should be there in all the states and they should be empowered to weed out the corrupt people in the society.
After having identified the corrupt people, thay should be given the strictest punishment if proven guilty by the public. People should be afraid of commiting such errors in the future.
Once things are under control, orientation should be towards educating people, particularly children.

corruption will always exist... worrying thing is, it exists in many governments and administrations...
the more important question is, how well you can control corruption in that country...
sounds odd, but different governments can control corruption better than others :)
