Yes, kinda because has been updated, it will fix the most popular security/programming flaws.

No, because Firefox still manages to because most people that abuse programming flaws tend to attack the most popular software, which means IE gets more focus than alternative software such as Firefox. Not to mention Firefox is made in a different style to IE to certain styles to attack will work in IE but not in Firefox.
