Seems an awfully expensive and roundabout way to deal with a problem. Simple de-salination plants turn sea water into potable water already. See:- http://en.wikipedia.org/wiki/Desalination

yes but mainly no one does waste their money for this type of conversion for till now fresh water is yet available.
