Officially, US special forces and unofficially the CIA are in Mindanao training The Philippine Army and providing support functions like surveillance in tracking down and killing the terrorist criminal group Abu Sayyaf. Philippine law does not allow any foreign military to directly conduct military operations within their country.
I think that it would be a safe bet to say that from time to time the US military are directly involved in some operations against Abu Sayyaf ... it's black bag and kept hush hush.

It was either in 2005 or 2006 that Gloria Magapagal asked for assistance in dealing with the violence in the southern islands.

I think we sent 1500 "military advisors", and there were some immediate results, but I don't recall anything more than that.

I'm not sure why you'd call them "dark operations". Their activity was published at the time, it wasn't classified.

That is usually what is meant when they say US backed military forces.

Our hand is in almost every military conflict worldwide.

How could we continue to claim that we have the best military in the world if we never used it?

I have no idea, but considering how Georgie Porgie likes to dress up in flight suits and land on carriers and think he looks dashing and presidential...and considering how he likes to authorizing the dropping of bombs on people and decimating countries because "he can", I think no one should be at all surprised if it's true.
