You need to apply or make a requisition to the Police Commissioner specifying the purpose and nature of the weapon. The Commissioner passes an order on your application.
There needs to be a strong case for procurement of a weapon by an ordinary citizen. You need to put in some influence or recommendation else usually the applications made by common people are rejected.
However you can appeal against such orders to higher authorities or to the High Court.
If its done with the Commissioner it must take a maximum period of one month.
