She is not living with me, she is in Europe. I'm permanent resident and I would like to know if I can claim her as nonresident and request a identification number for her instead of SS#.

Can I file a joint return with my wife and requesting temprorary number for her with W-7 since she is not living with me in US. I'm permanent resident, she did not work in Europe and I support her for the whole year.

spouses are not eligible to be claimed as a dependent.
in response to your additional information, its no. under u.s tax law, the person that you are married to cannot be claimed as a dependent.

married filing joint return.......
not a dependent...

your spouse is never considered your dependent.
