Some dogs have cycle problems. A missing cycle could indicate that she got a mild infection after the mating, that her body fought off, and cause sterility. Furthermore the inability to produce the puppies, may have thrown off the hormone balance in her body. This is usually treated with a horomone therapy. Have her checked for uterine cancer also, this can be a reason she hasnt come into heat again. How old was she? Has she had sucessful puppies before? Has she been mated before? Did the tie take with the male? Was she ever checked for Pymetra after the unsucessful mating? These questions can better help to try to understand whats going on with your dog.

This dog should not be bred even if she meets breed standard, has an impeccible pedigree, has had and passed all health tests (not just simple vet exams) for her health she needs to be spayed, the sooner the better. It sounds like she has a hormonal imbalance or other reproductive issue..this can pose some serious health problems in addition to those that are at risk in an intact female to begin with. The longer you leave her intact the higher the risks go.

Did they both have brucellosis tests? If not that might be in order.....
