No, you cannot take a sea cruise from Pattaya to Phuket, since Pattaya is on the gulf of Thailand and Phuket is on the Andaman Sea on the other side of the penninsula.
You might want to check out Koh Tao on the Gulf side. The whole island is geared to diving with wall to wall dive shops, any course imaginable and cheap rates.
Phuket offers all kinds of diving and The Andaman sea side is a lot prettier diving. Pattaya would be my last choice of the three places to learn to dive.

No, you cannot. The 2 places are on different side of the land mass, Pattaya on the east and Phuket in the west.
As for diving in Pattaya, you can try www.eastiny.com and see if they can help you.

Phuket would be much better for scuba diving. Unless you need to get laid skip Pattaya altogether. Not the greatest beach destination in Thailand.

Not unless you want to charter a boat and sail down the eastern side of the Malay Peninnsula round Singapore (or through the causeway) and up the western side of the peninnsula to Phuket, but it will be expensive and time consuming. Although spectacular.
