Either person, but I think girls are less likely to initiate it. If you, a guy, makes the first move make sure its on an occassion when niether of you have been drinking because the laws are very strict now about what constitutes as rape. A girl who has been drinking, upon consenting to sex, can turn around the next day and legally say she was raped if she all of a sudden feels any remorse even if she admits to consenting. This is because she can say her judgement was impaired by alcohol and the guy took advantage... so just a warning to you to be careful! :)

You need to both be ready you need to discuss it with the other person and see how they feel about it. With all the diseases out there sex is not something to be taken lightly. If you are grown up then you will understand this. You should both go have a AIDS test first and make sure everything is ok both ways. And always use a condom. I am not trying to be a preacher but trust me it is a serious thing. You do want to grow up have children and watch them grow right? Take it slow and talk it out first.

firstly like most guys don't stuff it up.... the mood has to be there for starters, don't just have sex because you think that you have to because you have been going out for a certain period of time, make sure the chick is ready, which you can usually tell if she is, but if she don't wanna she will tell you, there is not really a first move to make, never plan sex, it has to just happen, then you know that it is the right time =D

Depends if your care about each other, If shes just some cheap side things obviously you want it done and under your belt. If there is love there, the woman gives the inclination she is ready and usually the Guy reacts.
