Do guy says "I love you" to a woman in a friendship-only basis? Like not meaning it romantically at all? Also does it make a different whether the guy says it by calling vs. e-mailing vs. IM?

Yes guys do say it to girl friends meaning love not being in love. I have a couple guy friends and we always say I love you to each other because we do love each other, just not in a sexual way. But when I am with a bf and I say I love you, I mean it in a different way.

Sounds like you have a guy that's saying this to you and you are confused. The next time he says I love you look at his face and watch his facial expressions to see if he looks nervous and goofy. If he does he may have feelings for you

If it isn't on a romantic basis, than it don't really matter how you say it (besides, of course, say it nicely) me and a few of my friends are like brothers (well, i'm a sister), and we say it quite often, we don't really use "i love you" because that just sounds weird, we'd say something like "much love" or "man, you know i love you, right?" don't stress, the only problem that you'd have is if the girl that you are saying it to might take it the wrong way. If she likes you or something, she will most likely take it the wrong way, but if the feeling of friendly love is mutual, go ahead, no problems!

No. When a man says "I love you" he always means it.

Only women say these words as a lie.

I have most guy friends who say they love me, but it's not in a romantic way. It depends on how well you know the guy and how long you've known him. Also ask him. It may seem weird but it's really not.

I think if he is emailing it or IMing it to you vs. telling you on the phone there is a big difference. Yeah guys can say I love you just as easily as you can kid.

friendship-only basis it'll be "I like you" or "I love you as my sister" but if you said "I love you" , so you need to do something else rather than friendship.

sure there will be a difference if you said that by calling than by mailing than face to face. your tone will differs also.
