Are you not wanting to plan a wedding? If that's the case, try the Justice of the Peace at any number of Court Houses.
If you are looking to plan a wedding but it needs to small due to limited funds, then start with small little off beat chapels, there is a great one on Coldwater Canyon in Studio City, just south of the 101 on the east side of Coldwater.
Perhaps you'd like to be married outside. Chatsworth Mountains and park offer a beautiful setting, I believe there is even a small chapel in Box Canyon right above these mountains.
Or you could try a beach setting, and using a local restaurant like Gladstones in Malibu as your reception location.
There are several "halls" that rent out for special occasions, look in the yellow pages under banquet halls.
Or you can always do what I did, set up a beautiful gazebo in my parents backyard, and get married there.. not my parents yard, yours.. lol..

I heard somewhere that you can rent Debby M's parent's backyard for cheap weddings. I don't have much money. Do her parents charge for cokes and will they be witnesses on the marriage certificate, or do they charge extra. I run a roadside lemonade stand in Van Nuys so finances are very restricted.......
