I'm tryin to do something for my baby bro whos best chic friend died a year ago. I need to find a photo editor that has the picture frames where it can blur edges or make them different shapes. i have found a few before, but now that i really need it i can't find them. Any help would be great! Serious responses please!! Many thanks!

These are all totally free, and some are quite capable.
I am glad you were able to do what you wanted.... but you may still want to try some of these for future projects.

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.

Picasa does a lot of editing.

http://meesoft.logicnet.dk/Analyzer/ - This freeware photo editor does a lot more, and it's lightweight with no spyware crapola.

Good luck. :-)
