Songkran is officially 13-15 Apr each year. But some provinces to start earlier and end later than those dates. So you can check out at www.tourismthailand.org for the dates in Chiangmai.

It is usually going to be crowded with people heading home during this period, so best to travel a few days before that to secure your accommodation. It does get plenty busy, especially since many tourists also want to soak up the holiday atmosphere.

Songkran seems to go on forever in some places, most notably Chiang Mai. The official dates are April 13-15 as noted by the previous writer, but that only holds true in Bangkok. Everyplace else has a pre-Songkran celebration and a post-Songkran celebration that can go on for nearly a month. I hole up in my Bangkok apartment or leave Thailand during Songkran because I don't like to be wet in my clothing everytime I go out. It's also the most dangerous time of the year for accidents in Thailand. Even so, most Thai people love the holiday.
