I don't know about a free software but what you can do is download 'Vcd Cutter 4.04' from the net and then find its crack (So that you can use all its features without purchasing them) on google search. Just type in the search box " Crack for Vcd cutter" you should get many search results from where you can download it. Yes, it will be piracy but until & unless you are living in china... Its good!
