alcohol or calamine (caladryl) lotion if there is no rash yet. if a rash develops have it examined because the doc could identify whether what kind of bacteria, virus or fungi is causing the irritation and then prescribe you antibiotics for those. recent studies have found out that emotional stress causes the itch center of the brain to be very sensitive, your itch threshold lowers with anxiety or any form of emotional or psychological stress you may be in. You can try get some relaxation and pinpoint that stress if there is any because your rashes may just be a conversion symptom or a somatization of your anxiety on something.
if all else fails, a biopsy may need to be performed.

Has your itching just started or do you have a history of itchy and dry skin?
Did you come into contact with any possible allergens?
If you can't stop itching and your skin is dry, red and inflammed, it is possible that you have eczema. It may also be the case that you have some infection of some sort.
A simple solution is to have an epsom salt bath. Add one to two tablespoons of epsom salts into a slightly warm bath and soak your ankles for say 10 minutes.

probably a heat rash. you wearing heavy socks and sweating, or maybe allergic to them? or allergic to the wash powder? you wearing cotton or acrylic. cotton absorbs more moisture while acrylic allows the moisture to wick through to the outer layer and evaporate away. as does polyester, nylon, spandex and like materials. I used to get this when I wore cotton socks, especially cotton ankle socks in the summer time. I never wear cotton socks anymore. my feet don't itch anymore either.
