Check out www.visajourney.com for timelines for the Philippines; I filed the visa application for my fiance a month ago and expect to wait about 5 months until her visa is issued. This would be for a US I-129F visa; I have no idea how long it would take to have the Canadian equivalent issued.

My fiance visa took 10 months to be approved. I had to get police clearance.,biographical data, fiance's work record and current letter of employment from the company he works for . Also the U.s govt researched his assets and earnings to make sure he could support me ,so that i do not become a ward of the state.
Then i had to go to an interview at an embassy. Only then was i granted a visa .

Oh yes and we had to prove that we had already met in person , and were in fact in love.

I'm pretty sure that Canada doesn't have a Fiance Visa category. Canada only has a Spouse/Common-in-law Partner Visa.
