to write bad sectors as unuasable.
to recover sectors that may previously been unuseable.
to erase the old directory structure.
to attain a format compatible with your current OS. Format a MAC disk to DOS for example.
to wipe out old data. But sometimes it can be recovered.

Well what the person said above me plus sometimes you need to upgrade so you wipe out your hard drive and put a new and improved OS....some people just are computer illiterate and if their computers are slowing down they start to format their hard drive...your changing to a new mother board and most of the time you must format your hard drive and reinstall windows, linux,so on because when you switch to a new tower your hard drive isn't going to work because it is configured with the other motherboard and possibly may work but more than likely not....hard drive might be going bad so they try to format the drive to save it and possibly put it in the freezer for a couple of hours and let it sit to thaw out and run a lot better seriously people do put their disks in the Freezer haha kind of funny and wierd but an interesting thing

Also, there are different file systems. FAT 16, FAT 32, and NTFS, to name three major ones. You can format a disk to change the file system.

some times data on the hard drive can become corrupt and hard to fix. some times viruses attack your computer and leave it in such bad shape that its easier to format and start over. you might want to use the harddrive for some thing else so you want to wipe the harddrive.
