From a guy's perspective, I would say that he is not interested in you ...unless, he is currently in a relationship or is extremely shy etc. Remember, you cannot make someone like you (it seems that some people think they can do that)...so introduce yourself and if he does not make any attempt to reach back to you, then i'd say forget it...

i once felt like i was in the same situation. later i dicided to try talking and be friends first. you won't seem stupid if your youself i might soud like anyone else but it's true. now that guy who didn't notice me hooked up with me resently. :)
