When Jesus told that parable He was addressing hyper-religious Jewish leaders who had gotten so caught up in their man made traditions that they had missed the boat about what God was doing by sending Jesus and then the Holy Spirit to mankind.
The prophecy given to Jeremiah was in the process of being fulfilled but the stiff necked Pharisees were so intent on figuring out just what constitued doing work on the Sabbath that they were blind to the fact that God was about to establish a new covenant of grace instead of law.
Hebrews 10:14- For by a single offering he has perfected for all time those who are being sanctified. (15) And the Holy Spirit also bears witness to us; for after saying, (16) "This is the covenant that I will make with them after those days, declares the Lord: I will put my laws on their hearts, and write them on their minds," (17) then he adds, "I will remember their sins and their lawless deeds no more."
Jeremiah 31:33 But this is the covenant that I will make with the house of Israel after those days, declares the LORD: I will put my law within them, and I will write it on their hearts. And I will be their God, and they shall be my people. (34) And no longer shall each one teach his neighbor and each his brother, saying, 'Know the LORD,' for they shall all know me, from the least of them to the greatest, declares the LORD. For I will forgive their iniquity, and I will remember their sin no more."
So the Pharisees were like rigid old wine skins and they couldn't accept what was going on through Jesus. That's one reason why Jesus found people like Peter and John who were fishermen. Although they feared God, they were not so caught up in the stratified system of complicated laws that they couldn't accept the new covenant that Jesus was introducing.
Old wine = Law
Old skins = Pharisees and those like them
New wine = grace
New wine skins = people open to what God wanted to do

What would happen if you sewed a new patch of denim on that old pair of jeans of yours. It would pucker up big time and rent the old fabric.
So with the Word of God, if you tried to put traditions of men on the Truth of God's Word it would rent it before God.
You cannot alter, change the Truth, Jesus Christ, in any way and hope that God will just smile at you and say OK.
What was before will be again. God's Word is the same yesterday, tomorrow, and forever. Study the Bible. The true source of Truth.><>

Well I think it means don't mix the old and the new. Beware of the traditions of your forefathers. The old covenant was about law and judgement. The new covenant was about peace and grace. Trying to mix the old and the new doesn't work. Unfortunately that is just what the apostles did when they started their churches. Paul tried to warn them.
(don't forget that Jesus lived under the old covenant since the new didn't start until his death)

It means when you change, you have to do it 100%. You can't change, and hold onto one bad idea, or part of the old way of life, and expect the new life, or new wine skin to remain intact. You have to change 100%.
