In addition to what ski_bum said, they might be required to file a state return, depending on where they live.

it depends if they have any other income such as interest, pensions, or any other source. If thats there only other source of income then no they do not have to file a tax return. However if they have other income and it exceeds 35000 including half of their social security then they will have to file a return.
