Is it allowed for muslims to pray a surah in english if they don't know how to speak Arabic?

Allah (SWT) knows all language. The Quran was revealed over 23 years to give the early followers time to adjust to all the changes in their lives. So if you don't do everything perfect at first don't worry about it as long as your intention is good and you are trying to learn and do better.
That said you should make every effort to learn it in Arabic. I am a convert and I did and it was not hard at all. It seems much harder than it really is. There is something miraculous about the Quran that makes it, and the prayers, so easy to memorize. I know it in both English and Arabic and I converted at 34. It took me about a month to learn the basic wording, and 6 months to be able to pronounce it all right. Believe it or not, it was easier to memorize it in Arabic than English. Probably because I always heard it in Arabic at the Masjid and not English.

I drove a lot, as I had to commute to work, and I taped a copy of the transliterations to my steering wheel. I just took it one line at a time. It is a much better use of your time than the radio.

The main thing is to keep learning and to not stess yourself to the point that you give up. Allah (SWT) knows you are walking toward him, and he is running to meet you.

As a learininng Yes.
As a Worship NO.
To make your prayer "Salah" accepted it should be recited in Arabic only. If a Muslim can't speak Arabic He should at least learn hoe to prounouce AL Fateha (Surah#1) and one or two short Surahs from 30th Chapert.
Even if you can't say in your prayer any Arabic words , you can Just say somthing like "Subhan Allah", "Alhamdo Lelah", "La Elaha Ela Alah"...etc. words that contains praise to Allah untile you learn the Surahs....

During prayer you must say them in Arabic on account that in case you difference the Quran into English plenty of the meanings difference. You can say prayer like peace be with you in English external of prayer regardless that.

Yes they can..........

But in order to understand Quran properly in Arabic, it's good to start praying in Arabic first then start learning Arabic language.
