The answer to your question ought to be simple!
They enact/pass the laws making sure that (a) most people do not understand the legal language used and (b) They make sure that they are either not negatively effected directly by the law or they are totally excluded form the effects of that law.
This is what democracy seems to be all about. Yet, the Citizenry refuses to wake up and use their voting power.

eeiiii! Politicians do get punishment! they do get impeached right?? THey couldn't run another term if they already did somethin' bad. And people wouldn't support him or her anymore! Also in my country... politicians don't get punishment because they just give the person who accuses or saw him or her do a bad thing money which is kinda sad and immoral!!!

its primarily due to the constitutional set up. these politicians find loop in the holes of the law. if any commision has been set up against them, it would take much time for the final verdict. if any verdict issued it would be suppporting them, money to plays a predominant role .thats it

sure they do. it might seem like they don't but, remember, these bozos were elected into office & if a big enough stink about their misdeed(s) were to be made public, they might not serve time but they sure has hell ain't gonna be doing service 'time' on the hill (washington, dc) or in any country, state or whatever. as voters, we hold far more power than we realize. as i love to remind my local & state politicians, "i put you in there & i can take you out."
