To me it sounds like a heat rash is it possible she is overheated. If not that i know that Tide caused allergic reactions in a lot of people me include although i would expect that to be itchy. Is tide used to wash her clothes?

When my daughter was about 7 or 8 months old she was on Amoxicillin for an ear infection. She got the same symptoms and they lasted for a couple of days. The doctor said it was an allergic reaction to the medicine. The red dots didn't itch her either.

They sound like "stork bites" (little red birthmark type dots, that usually appear on the back of the head and neck) They will go away with time.
