I'm not sure how much of a smarty your brother is about XP, but you may be able to pull one over on him. There are 3 "themes" built into XP by default. Blue Green, Silver, and Olive. Did he use one of those?
Here's how you really get him, if you want to use a killer theme, download and install the Zune theme. I'm using it right now. It gives XP a windows Vista look. I did it, and showed some coworkers. An hour later, the whole office was using it. Here's some info:
http://skattertech.com/2006/11/windows-xp-zune-theme/
It is an installer and you don't have to reboot. the installer is a .msi file. Hope that's cool enough for you.
If you want to change the xp theme you already have, Right Click on the desktop, choose properties. Click the Appearance tab. Change the Color Scheme drop down to something else.

There is a long and a short way. Here's the short way. Go to your desktop and right click. A box should pop up that says ''Display Properties". Click on the ''Appearance'' tab. You should then see three drop down menus at the bottom. The one that says ''Color Scheme'' is the one you want. Click the drop down menu and choose your color then press OK to save your changes. Then tell your brother you found out without his help :).

It wont. except you're using a nil.33-celebration application to regulate the coloration of the taskbar. Then it would want to reason your pc to decelerate, if stated application is operating in the historic past. All you're doing once you're replacing the taskbar coloration is replacing one little bit of code that would want to properly be processed in the first position.
