OK WELL ABOUT 2 SUMMERS AGO I NOTICED THAT MY SKIN HADS A DIFFRENT COLOR TO IT AS IF I HAD BLEACHED MY SKIN BUT THE WEIRD THING IS IT'S ONLY ON MY SHOULDERS AND LOWER BACK EVERY ONCE IN A WHILE IT FEELS DRY AND OF COURSE YOU'D THINK OF PUTTING LOATION ON BUT SOMETIMES THAT DOSENT WORK!? I ALSO HAVE ASTHMA, COULD THAT BE A REASON WHY I HAVE THAT?

It is very difficult to try to diagnose your skin problem without actually being able to see the skin lesion. I highly doubt that the bleaching look is from your asthma. I am thinking that it could possibly be vitiligo. You can easily find pictures on this on the internet. Is this lightening of your skin getting progressively worse or has it remained the same?

well... first off you really should see a dermatologist. They will be able to help. I am not a dermatologist (my dad is, but he's not available to talk to right now).

It kind of sounds like you have vitiligo. (what Michael Jackson has)
Vitiligo are smooth, white patches in the skin. Vitiligo is caused by the loss of pigment-producing cells in the skin (melanocytes). The white patches are very sensitive to the sun.

I highly, highly suggest you go see a dermatologist. If not a dermatologist, go to your family physician. They will be able to properly diagnose you.
