Here is something interesting. Here are two countries. According to the CIA fact book updated December 2006, one country has a death rate of 5.3 people per 1,000. Another country has a death rate of 10.6 per 1,000. Now which country has the real quagmire? If you said Germany, you would be correct. That's right, Germany had twice the per capita death rate of Iraq! The per capita death toll in Iraq is lower than the U.S. and France. Iraq is some hippie movement compared to these other countries. Iraq also has 8 births per 5 deaths, again proving sex is more popular in Iraq than killing in the U.S., France and Germany (all of which have lower birth rates). Iraq is also sitting on $1 trillion worth of oil for a population that's smaller than California's.
Iraq's police force (which I think is about 6 times too small) and the millitary will be completely online by June 2007. Right now both are at 80% (mostly due to an equipment shortage). The fighting is contained in 5 of 18 providences in a country the size of California. I think those 13 where the fighting isn't taking place will be handed back this year. Supposedly the other 5 providences will be handed back before the second quarter of next year.

Iraq has been in a quagmire since the 1930s, so it will take work.
Saddam's henchmen ("the insurgency") need to be taken out of circulation. People need to develop national unity with those of their former enemies who are willing to live constructive lives. They need to build up their government systems and their infrastructure.

You'll have to define "recovery" I will say this, divide the Iraq country into three separate nations, divide the oil money up into thirds. Start a draw down of American troops over a period of time.

If Iraq continues to do what it is doing right now. Stopping the Militias and giving the go-ahead to it's police and army, as well as the coalition forces to clear and secure neighborhoods without leaving them with no security. So far, so good, hope they keep on keeping on.

THATS INTERESTING THEY CANNOT UNLESS THE GUNS AND WEAPONS STOP FLOWIING IN..if the prime minister is able to seal ther borders and cut off the supply he stands a great chance..if they break the insurgency and with the Us behind them they could join in a fight with america against iran which would be benficial to everyone if iran was beaten down. has to cut off supplies coming in of fighters and hardware basically starve em out.
