Is there such thing as virtual driving practice software?

Is there a software that lets you practice driving with a PC hookup software?

If you mean like for getting a driver's license, there's none now on market. Sierra used to make one but apparently it's too much trouble making it all 50-state compatible as each state's laws differ somewhat, and even by county!

If you are looking for commercial drivers license training, http://www.jjkeller.com has some pro-level solution worth looking at on a PC, but it costs an arm and a leg.
