Hmm, depends when does he stare at you, where is he looking, and how long is he staring etc. But the true answer is proly so. Why don't you walk up to him and break the ice (most guys are wusses when it comes to asking a girl out).

It depends, how is he looking at you? Is he being kind of shy about it or looking kind of like somethings looks wierd. If he looks shy and smiles big, then he probably does like you, go and say hi to him and introduce yourself. Start a conversation.
