It really does depend on what type of oatmeal you are eating. If it doesn't state anything on the front of the box(where all companies make their claim) and/or in the nutrition facts under dietary fiber.

Usually one bowl of instant oatmeal does equal as 1 daily serving of grains.

1 cup of cooked instant oatmeal counts a a serving of grains. So as long as your bowl of oatmeal is one cup, and it's oatmeal and not cream of wheat, yes.

I heard the instant was about the grade of puff cereal.
Grains are all about fiber and you need about 25 gm / day.
What does the box / nutrition label say for a fiber count ?
