Wax, it will pull the black roots just below the skin too.

Sounds as tho u might have in-grown hairs if the hair is still visible, but the skin is smooth. Skin cells can cover over the hair follicle, preventing the hair to grow outward. You might try scrubbing the skin with a loofah sponge or netting to open up the follicles. When the hair grows out , try removing the hair with waxing or a hair remover lotion (depilatory) instead of shaving.

haha I have a similar problem, but have found ways to solve it.
First, try different razors. Just because a razor is expensive, popular, or works for all your friends does NOT mean it will work for you. As crazy as it sounds, not all razors are created equal. Personally for me, I have the best luck with the cheapie disposables. I often get the store brands, but I try to get the ones with 2+ blades.
Secondly, be sure to shave in different directions. Like for me, on the inside of my calves I have to shave up and down like regular ppl, then sideways. What I do is put a bit of shaving cream on, start with the sideways shaving, then rins that, and put the rest on and shave like normal.
Third, this may sound obvious, but be sure to use a good moisturizer after you shave. I know they have a few out there that claim to reduce the amount of times you have to shave, in my experience, and the experience of many of my friends, those don't work. Just use whatever lotion you like, and works best for your skin.
Finally, try a dipilitory cream. Personally I like the veet bladeless shaving one. Basically its like a very smelly shaving cream, you put it on your legs for like 5 minutes. Then it has this little scraper thing that looks kinda like a razor, but with no blades. You use it just like a razor though, and "shave" the cream off. It claims that your legs will stay smooth for weeks or something, but it doesn't work that way for me. It does stay nice for a day or two. But best of all, it makes the hairs grow in softer, and if you use it every couple of weeks, eventually you will notice a HUGE difference. The only draw back is you have to let your hair grow a bit, but if your hair grows like mine, you will only have to go without shaving for a couple days.
You could try waxing too. Like the veet, for me it doesn't last that long, but it does last a day or two longer then shaving. The only reason I don't do it more often is because it costs a whole heck of alot more then the veet.
If you do have the money though, and it really bothers you, you could look into lazer hair removal. Its expensive, and can hurt, but it literally burns the hairs out of the shaft, so they can't grow back. Personally I don't have the money for that, so I just do as I suggested above.
Good luck! :)

I use Epilady. It's pulls the hair out by the root and eventually your hair doesn't grow back. It only hurts the first 2-3 times. After that you're toughened up. You have to let it grow a little bit to use it though.

You should try waxing. when you shave, you are just cutting the hair off, and since your hair is dark, you can see it below the skin surface. waxing pulls the hair out, and might work better for you. (although a bit painful).

another thing you can do is to exfoliate before you shave and when you shave use a 4blade razor because it gets a closer shave so that tip of the is not blunt(making it look like it grows back thicker/you never even shaved)

Have you tried electrolysis? Or waxing? Both are painful but the results will last for weeks. You could even try Nair. I'm alergic to the stuff, but it might work for you.
Good luck!

Have you tried Nair or other hair removers for your legs? I prefer that instead of shaving. It lasts longer too.
