this is partially true. but there are alot of factors that decide if and when your tattoo will fade. needle quality, brand, sterilization process, and installation angle. ink quality, ink chemical makeup and how it reacts with your particular pH, melanin content, and thickness. machine quality, upkeep, sterilization, and consistent power supply. artist training, experience, knowledge of tools needed to apply tattoo, and overall containment of cross-contamination. the healing process(how you take care of it for the following THREE weeks), in my opinion is as important as all of the above. lastly, AND I MEAN LASTLY, is the amount of sun you are exposed to. if all of the above has been done right, not by your cousin in his trailor, than the sun will take about ten to fifteen years to wreck your tat enough to need a touch up. this is however taking into consideration your skin complexion. lighter skin= more prone to fading. find an artist that meets the above criteria and wear sunscreen.

it depends on how you treat your tattoo. ANY colour will fade badly if you abuse it with sun exposure and bad aftercare. Neon colours are not any different from any other brighter colours like yellow or white. Lighter colours are more susceptible to sun damage and fading. However, even black will need to be touched up after several years, ie if you're bad to it less than 3, if youre good to it maybe 7-10.
Oh and speaking of aftercare DO NOT USE A&D. it contains a zinc oxide that will fade your colours and make your black have that bluish tint to it by oxidising them.
Other factors to consider with damage are spreading and where the artist simply sucked.

i don't think they fade faster than any other color but they will not retain their extreme bright/brilliance as well. most skin just isn't white enough to keep it looking as neon.

Really depends on your skin tone. I'm very fair skinned and my neon greens have stayed very vibrant. If you take care of it, (wear sunscreen religiously) you should have no problem.

If your tattoo has any color it's going to fade fast. Only the black stays the longest.
