I got that last year, not as extreme, on my hands, specifically my knuckles.
They were cracked and constantly bleeding. I figured it was from the cold in the winter time.

The best thing I did was wear socks on my hands at night, with vaseline slopped onto my knuckles.
It took a good couple of weeks to get rid of the cracking entirely and I can see it coming back now, but that seemed to work the best for me.
Lotion would always soak into fast, but that's what I used during the day, specifically "Aveeno daily moisturizer" It wasn't greasy which I liked.

On his legs, you said it's raw. Maybe he's itching it?
I have shinpad rash from soccer and I quit soccer 2 years ago and I still have it! I went to the doctor and they gave me a steroid cream. It got rid of it in no time, but it will come back if I scratch.
I would tell him to watch himself if he starts scratching and too stop. The steroid cream worked well too.

I hope that helps! I know his pain of the cracked knuckles! They're horrible to get rid of and they're painful as well.

If it's only on one hand, it could be something unusual causing the dry skin such as an infection, eczema, etc. The very best product for moisturizing skin is vaseline. Most people don't use it because they don't like the sticky feel of it, but it really works and it's cheap. Try spreading it all over your hand when you go to bed and leaving it there overnight. Or use it once or twice a day for a week and see if you get any improvement. If you don't like the feel of vaseline, try a lotion that has "petrolatum" in the ingredients. That means it has vaseline in it but it's not as greasy feeling. Also try not to wash your hand as often. Every time you wash it some moisture is taken out of the skin. Keep a travel sized bottle of lotion with you at work or school and put some lotion on your hand after every time your wash it or whenever it's feeling dry. If none of the remedies you get here help you, it might be a good idea to go see your doctor or a dermatologist. Good luck!

Check diet. Keep a Diary to see when it is the worst. Make sure he gets plenty of Omega 3 Essential Fatty Acids (fish and supplements). Check if caused by some medications, or over the counter remedies. Check for Psoriasis. Change Doctors. Check what household products used. Check vitamin deficiency (B group)

lantiseptic ointment about $3.00 a jar it even helps skin that is peeled off from diaper rash & skin ulcers it's over the counter you may have to ask the pharmacist it's worth a try. Since he's been thru so much have you thought about contacting a wound care center? Call your local hospital and ask for a number to one close to you, they may have trials going on and he could get this free for trying new medications. This sounds chronic, I'm sure he's seen a dermatologist a Dr who only treats skin conditions?

I knew a girl who had something like that in school - she was said to be allergic to soap. I try olive oil for all my dryest skin, but I don't know if that would help. He might cover his hands in olive oil and then put on rubber gloves and wash dishes in really hot water. That is a real moisture infusion. Good luck!

Peace!

I use Elidel and it's for exczema...it might work...but he's gonna have to use a LOT of it...
Have him try some BagBalm....(before you say no...it works..) it's for cows/sheep udders to keep them soft and healthy for milking.
He could try eating more olive oil...vitamin E...fish oil..
Wash clothes in FRAGRANCE FREE/DYE FREE detergent (Cheer or All) same for Downy (FREE) and All/Bounce Free...
(if you have hard water, try puting some baking soda in the washer, it's neutral and will NOT irritate skin.)
He also might want to wash his skin with Aveeno or something VERY mild. (not regular bath soap)
Try to be as fragrance free and dye free as possible...(cotton clothes, not too many synthetics...)
