The Hinge That Sticks Out Of The Body That Keeps The Door Shut Has Cracks Around It. I Already Know The Answer. But What Do You Think? Will It Pass Or Not?

Depends upon how diligent the State Inspection process. If it's really bad (dangerously so), I'd have a competent welder put a patch panel in place before bringing it for inspection (that way, it'll save you the bother of having to have a REinspection if and when the first inspection fails).
