I have a brand new dvd player that is supposed to be a recorder. I have finally figured out how to record,but

now that I try to play things back, every few seconds, the screen becomes warbled and almost "skips" - I can't hear what is being said, and end up missing 95% of the the show!
Any help/suggestions/etc?

Take it back to the store and ask for another one! And then ask why it is doing that.

Very small chance it could be a hardware copy protection, either through the TV signal, or if you are copying a DVD.

either it is broken or the dvd is messing you up.
