I live in Rockingham county. To my knowledge, my town has no unusual building code restrictions.

I have an unfinished basement - cement walls. Rather than do a formal finished basement, I was wondering if it would violate building codes to either (1) tile the walls (tile direct to cement), or (b) use laminate tiles (like you would for flooring).

Please respond only if you have specific knowledge of building codes.

I am a building code officer in the middle of the State. What you propose is acceptable. If your Town has not adopted building codes NH has adopted the IRC 2003 and IBC 2003 and all related codes. They just do not have inspectors.

The only concern I would Have is that the basement could not be used as a bedroom unless it has a walk out door or an egress size window.
