No, depression is a psychic condition caused by conflicts, meanly high stress levels. That produces both a psychological and physic reaction, the depression. Rain by itself cannot cause depression but may me a trigger after a particularly stressful situation (the real cause) or may be a contingent cause to deep it, but not to cause it.

Yes, weather can!

SAD (Seasonal Affective Disorder) is a type of winter depression that affects an estimated half a million people every Winter between September and April, in particular during December, January and February.

It is caused by a biochemical imbalance in the hypothalamus due to the shortening of daylight hours and the lack of sunlight in winter.

For many people SAD is a seriously disabling illness, preventing them from functioning normally without continuous medical treatment.

For others, it is a mild but debilitating condition causing discomfort but not severe suffering. We call this subsyndromal SAD or 'winter blues.'

As far as I am aware, it is not rain per se, but the lack of sunlight, as overall light levels have been well correlated with depression. An other factor is the timing of light, or a lack of bright sunlight in the early morning. Automatic timers and sources of bright light have been shown to help treat seasonal depression, or "winter blues"

It is not necessarily the rain that causes depression, but the fact that the day is without sunshine - dark, gloomy, depressing - is what makes people feel depressed.

No, but if you're depressed, rain could intensify the depression. Its just a gloomy, dark event that makes your blues seem worse.
But, does it CAUSE depresssion... no. Don't think so. If you think so, then likely you were depressed already. The rain just makes it worse.

It is lack of light that triggers it. Like seasonal affective disorder, some people only have depression during the winter months because the amount of light is less.
