Okay, Paintshop Pro is not a free program. Unless you go all the way back to version 3 ... anything after that you will have to pay for, though older versions can be had for a good price on ebay.
In order to get a permanent version, you will have to purchase it ... whether it be version 11 or an older version.
However, here ARE some free programs you can use ... totally free... and some are pretty good! Have fun and enjoy!!
