I have been required to carry an SR-22 in Texas. Does this mean I am disqualified completely from getting my CDL until the SR-22 requirment period is over?

An SR 22 filing is required to get back a license that has been suspended. So if you didn't have a CDL to begin with, I doubt you could get one until the 3 years is over. But I can't say that with any certainty. I'd suggest you call the motor vehicle department that handles Texas licenses, and ask. Web page doesn't say.

Most employers won't consider hiring someone whose driving record is so poor that SR-22 action was warranted.
