I have heard that it is against the law to not give your employees thier W2's by the end of January...is this correct?? If not what is the latest that a bussiness can hand out its employees W2's?

February 1st is the latest. There is a penalty $50. If you can't meet that day get them out as soon as possible and you may never be assessed the penalty.

Certainly get them to the SSA (not the IRS) on time with the w-3 by the end of February.

You can mail them or hand them out no later than Jan 31--if they are mailed they must be postmarked by the 31st. Check the IRS website at www.irs.gov for more info.

January 31st is the date. They must at least be postmarked by this date.

I believe that Jan 31st is the deadline.
