Easy, put your cursor over the bar, press and hold the left mouse button down, and drag it back to the bottom of the screen.

I'm assuming youre on windows XP.
Ok, right click the taskbar and if its checked, uncheck "Lock The Taskbar"
Once you have done that [or if it was unchecked], move the mouse around the top border of the taskbar until an arrow appears. Once it appears, hold down the left mouse button and move it down.
Once you are done, you can Right-Click the taskbar and select "Lock the Taskbar" so that your sister doesn't do it again :]

Place your mouse over a blank part of the blue bar, keep the left button pressed own and drag the bar to the bottom, left, right or top of the screen. When the bar is where you want it let go of the mouse button.

Just right-click on your start bar and un-check the option 'lock the taskbar'. Then move it as you please!
If that doesn't work, then host a picture of it on imageshack or photobucket... your pick, and post a link to it in your question. Press at the same time (starting with shift) to take a screenshot. Just post the picture and i'll see what i can do (if the first method doesn't work)

Right click on it and uncheck lock the taskbar. Then just drag it to the bottom.

You can click and drag it to where you want it just like a shortcut. Then right click on it and check the lock taskbar item and she cant do it anymore.

~my pc "had a habit" of doing this all the time. call the 800# for your pc and they will tell you what the problem is and how to fix it. or, you can call tech support / your isp and they can walk you thru.
