After the date, sure. But what if she doesn`t want to kiss and you`re leaned across the table puckering your lips and she`s just sitting there? If dinner goes well, as for the rest of the date, walk her to her door and kiss her.

You should kiss her after dinner, not during the dinner table because maybe she'll be shy and that might make things uncomfortable, especially if the food hasn't come yet! Maybe as you're walking out, or stop in front of your car (if you have one).
Don't eat any garlic or anything that might be offensive to her nose. If you want, pop a few breath mints, suck on them for a little bit, spit 'em out, drink some water (so your mouth isn't sticky or dry) and then go for it!

If I had dated a guy 3 dates and he hadn't wanted a kiss, I'd be wondering. Give that girl a good kiss (only if you really want to). Stop waiting for a sign. Just go for it. Good luck. It's not really something to worry about.

Yes. If you are in a restaurant, I wouldn't make it a long sloppy kiss out of respect for the other people.
